Tax on Shipping Issue | Flow through to Total

Hi there,

I seem to be having trouble getting the Shipping amount under the shipping choice dropdown to just show pre-tax and then have the proper tax flow through to both the Taxes Total and Total to follow through to the merchant account (in this case Paypal)

Here is an example of the Cart:

Totals should auto-update upon selection of Province. I am forced to hit refresh and then proper totals show up.

Then the Thank you page (still needs formatting) :

This Page should show totals just as in FIGURE 2 but the issue with the tax on shipping remains.

Anyone have some guidance you can provide. I have looked over the Treepl Docs and tried different liquid tags with no luck.
