Is there the ability yet to have user-submitted Web App Items?

We need to have a form that submits web app items into the admin console with specific field content plus allows us to upload a file and control categorisation.

Sure can. Custom Modules have now been 99% documented (little more to add regarding user submitted items) but the core settings can be found here:

Then add your edit form from the component manager and customise it as needed.
